Notes with satisfaction that the Commission has improved its control systems and that the policy area “Culture and education” was free from material error; calls for all educational and cultural programmes and all Commission funding operations in this area to be subject to thorough and rigorous inspection by external auditors;

5. Notes that the Commission had launched a call for tender on a pan-European TV- network, as foreseen in the budgets for 2009 and 2010; is thus very concerned that in 2010 the Commission decided to close down the project and redirect the money elsewhere, without consent from the Parliament and the Council; demands the disclosure of all contracts and recommendations relating to the TV- network and evaluations made by the selection committee; urges the Commission to relaunch the pan- European TV-network.
