Regrets the Commission’s proposals for cooperative measures with payment services to combat unauthorised or illegal content; acknowledges that analysing the use of payment services can help identify individuals providing such content; reiterates that the universal and fundamental right to a fair trial before an independent and impartial tribunal established by law must be unequivocally ensured for infringers of IPR;
