Urges the Commission to make full use of its discretionary powers, under Article 23(9)-(14) of the Common Provisions Regulation, regarding the level and scope of any suspension of commitments or payments in cohesion policy, whenever additional public expenditure by individual Member States is needed for the accommodation and integration of large numbers of migrants.
