Stresses the importance of new technologies as a means of improving access to education and of enhancing its quality, being a key tool for the dissemination of knowledge, teacher training and management of establishment; draws attention to the fact that new technologies must support educational efforts rather than replacing them and lowering teaching standards; calls for the need to train teachers on the potential and maximization of the use of the technology already available and used by students (i.e.: mobile phones);
