Is concerned that, in addition to the Court of Auditors´ significant focus on aligning legislation, continual monitoring will be needed and measures put in place to address: - inadequate absorption levels on a number of recent programmes; - adequacy of external audit and internal control capacity; - stability of the procedures in programmes for funding; - transparency issues and the need to improve the awareness of stakeholders and the general public; - questions of efficiency, effectiveness and economy in use of funds, through performance evaluations;

Is concerned of the low absorption of Sapard and IPARD funding - some sectors were particularly under- represented in the implementation of Measure 1 (Investment in agricultural holdings), notably the milk sector, greenhouses sector and fruits and vegetable sector; considers that this points to serious weaknesses in the capacity and preparedness of these sectors to absorb future EU funds;
