Points out that, aside from the direct effects, other adverse effects are being felt as a result of there being another country involved in bilateral negotiations with other third countries in the region; highlights that unilateral decisions with significant adverse effects on the fish stocks and on the EU’s fishing fleet have already been taken by third countries and will need to be taken into account; emphasises the need for other fundsing including state aid to be set up to support the sector and address the adverse effects that are not directly covered by the Adjustment Reserve;
