Points to the importance of the multifunctionality of fisheries for coastal regions; stresses the need for specific measures for certain regions, such as the outermost regions, for exampleisland regions and outermost regions; underlines the importance of support for small-scale fishing fleets and promotion of aquaculture, because of the support this entails for the SMEs in the sector, among other reasons; advocates measures to restructure the labour market, support measures for training and retraining, and incentives for producer and interbranch organisations;
