Highlights the importance of encouraging the participation of women in the electoral process and calls on the authorities of the countries concerned, therefore, to adopt constitutional provisions entitling women to participate and removing the obstacles preventing them from participating in the true sense; recalls that this should be done throughout the electoral cycle through assistance programmes and should be closely monitored by the EU EOM, if need be;
