Regrets that Parliament was not consulted before the Council adoptede fact that the Council did not wait for Parliament's view before granting the mandate; considers this a lost opportunity to make the negotiations as democratic as possible and to involve those who might be most affected by TiSA, for example women, from the very beginning;

Strongly recommends that the EU exercise its political will in order to fully excludeensure that European, national and local authorities retain the full right to introduce, adopt, maintain or repeal any measures with regards to the commissioning, organisation, funding and provision of public services, and exclude in particular all social services, both publicly and privately funded, from the scope of TiSA and to include a gold standard clause for these services in order to safeguard their quality;
