19. Welcomes the adoption in February 2009 of a new European strategy to support disaster risk reduction in developing countries urges the Commission in this respect to develop disasters prevention and response management capacity programs with national governments, local authorities and civil society organisations in beneficiary countries and calls for the strategy to be implemented swiftly;
