Points to the need for better-funded action to improve conditions for prisoners, in particular in jails known to be overcrowded, not least because there are convicts from third countries, as stated in Parliament's resolution of 25 November 2009 on the Stockholm Programme; points to the need for priorities to include the appropriate social inclusion measures, with schemes for reintegration into society, as provided for in that programme;
