Stresses that the barriers to the start-up and development of SMEs are access to and cost of finance, burdensome regulations, indirect labour costs, access to export markets and the capacity to develop them, average payment times and skill shortages; calls on the Member States therefore to adopt policies to facilitate access to credit for the start-up and growth of SMEs;
