Notes that European law on aid, as it currently stands, frequently leads in practice to legal uncertainty, hampering planned investment; calls, therefore, on the Commission to examine to what extent the rules could be simplified and made more investment-friendlydesigned to encourage investments, particularly in those areas where they would otherwise have been unprofitable;
