Endorses the more effective use of funds for the development of new skills and the creation of new jobs, including in the burgeoning 'green economy’; advocates use of the social economy as a means of creating jobs for the less-favoured social groups; this involves principally the European Social Fund (ESF), the European Fund for Regional Development (EFRD), the European Agricultural Fund for Rural Development (EAFRD), the Lifelong Learning programme and the Progress programme;
