Stresses that the Structural Funds should continue to provide financing to SMEs by means of equity, guarantees and loans, and underlines that complex administrative procedures, as well as should be avoided, through an on-going process of simplification, and by avoiding significant differences between the provisions applied respectively by managing authorities and intermediate bodies, should be avoided;
