Calls for a new international agreement to address the problem of climate migrants; the new agreement should provide a mechanism for governments to act together, plan and prepare for the impacts of large-scale displacement, and establish a fund to help pay for resettlements; the document could also include a limited range of human rights provision, such as protection against forcing people to return to high- risk areas1; 1 Global warming will force up to 150 million people to move to other countries in the next 40 years, according to a report from the Environmental Justice Foundation.

Recommends the creation of an Information Sharing Network for Critical Infrastructure, which will allow owners and operators of critical infrastructure to share information on a broad range of threats and hazards, including pandemics, negligence, accidents, criminal activity, cyber attack and natural disasters, given that a disruption to critical infrastructure in one sector could have severe cascading impacts on critical infrastructure in other sectors;
