Stresses that a well-developed administrative capacity, particularly as regards project planning and implementation, plays a crucial part in relation to the capacity to absorb European funds and should be strengthened; takes the view that particular attention should be paid to Member States which record delays and low absorption rates over the programming period 2007-2013;
