Notes that the Union contribution for the financial year 2010 amounted to over EUR 620 000 000 to the decentralised Agencies and to over EUR 500 000 000 for the Joint Undertakings; noting some difficulties to find information on the Union contribution for agencies, calls on the Commission to provide annually the discharge authority with consolidated information on the total annual funding per Agency/Joint Undertaking made from the general budget of the Union, such as: - the initial contribution of the Union entered in the budget for the Agency/Joint Undertaking ; - the amount of funds coming from the recovery of surplus; - the overall contribution of the Union for the Agency/Joint Undertaking; - the amount of the European Free Trade Association (EFTA)'s contribution where this applies;

Reiterates its belief that transparency is one of the main instruments in achieving legal and regular expenditure; calls, therefore, on the Commission to submit as soon as possible a proposal for a new regulation requiring Member States to publish information on legal and natural persons receiving European agricultural funds, while taking into account the judgement of the Court of Justice in Joined Cases Volker and Markus Schecke GbR C- 92/09 and Hartmut Eifert C-93/09; takes the view that this information should be available on the Commission's official website in one of the three working languages of the Union and based on a set of common criteria to allow comparison and detection of errors;
