Reminds that the sector of services is crucial for economic recovery, growth as well as job creation; points out that SMEs play an important role in this sector, which is undergoing a significant change as a result of digitalisation, therefore the skills gap with regard to ICT skills should be dealt with by placing more emphasis on relevant training and education;

Encourages the Member States and regional authorities to make full use of the financial instrument opportunities; emphasises the need to ensure the transparency, accountability and scrutiny of such financial instruments; calls for simplified access to credit, taking into account the particular characteristics of micro-enterprises; regrets that investors and banks are often reluctant to finance businesses in their start-up and early expansion phases;
