2a. In order to help final beneficiaries, the public and private bodies established in the Member States providing access to the Facility by developing further guidance on the eligibility of final beneficiaries shall closely cooperate with organisations which provide mentoring and training programmes as well as with the relevant national organisations who officially represent the people targeted by the programmes for final beneficiaries for creating competitive and stable micro- enterprises.
