Calls on the Member States to offer micro-scholarships and micro-loans schemes to innovative students in secondary and tertiary education respectively in order to start their own ventures or projects, and to create community programmes focusing on the various innovative skills, thus forging together the various persons and bodies of knowledge;

Calls on the Member States to improve the entrepreneurial culture within tertiary education by establishing the conditions to support the creation of new companies based on academic research (spin-offs), reducing the bureaucratic burden involved in establishing such companies, while distributing revenue proportionately and equitably among the parties in the interests of sustainability, and promoting the benefits of commercialising research;
