2. Is of the opinion that the European Structural and Investment Funds (ESIFs) must be used to boost quality jobs, sustainable growth and shared prosperity across Europe, with a special focus on supporting the most vulnerable groups in society; draws attention to the fact that ESF is not entirely an investment tool, but rather an instrument which supports implementation of policies of public interest, as well as enhancing institutional capacity of public authorities and stakeholders and efficient public administration;

Takes note of the results envisaged in PAs and OPs, and expectsbut regrets that in Communication COM(2015)639 the Commission has neither presented reliable data on the expected results of the ESF and YEI programmes, nor detailed data on the fulfilment of the requirement for both the minimum share of the ESF (Art. 92 (4), CPR) and the minimum allocation for social inclusion; expects, however, Member States and regions to take the right path in order to achieve cohesion policy objectives;

Is satisfied that PAs outline coordination and synergies between ESF and other ESI funds, other EU programmes (EaSI, FEAD, EGF and Erasmus+ ) and national instruments; notes that ESF alone cannot solve the complex problems affecting the labour market, the education and social policies and insists that the Commission and Member States ensure true coordination and complementarity between different instruments in order to avoid overlapping and to achieve effective and efficient investments and better results;
