Regrets that, according to the Court of Auditors, EUR 1 600 000 of operating expenditurepayment appropriations had to be cancelled and joins in its request for improvements in the programming and monitoring of activities with a view to maximising the use of the available appropriations and in order better to respect the principle of annuality;

Is interested in the activities of the Centre with Norway and Iceland and in whether an agreement has been reach with these governments on the way in which their annual contributions could best be spent so as to avoid the need to carry over the appropriationsnotes that it has introduced a plan to align the use of the contributions of Norway and Iceland with the use of the EU subsidy which should be implemented by 2013;
