Reiterates that higher education has the potential to promote social inclusion and upward social mobility but only if inequalities and exclusion are tackled as early as possible and if access to quality early childhood education and an inclusive and supportive school climate are guaranteed for all children; calls on Member States and higher education institutions to widen access for students from all social backgrounds and to recognise multiculturalism and multilingualism as a fundamental value of the EU that needs to be fostered;
