Believes that an integrated territorial approach for the ESF is vital for implementation of the subsidiarity principle through multilevel governance and underlines the importance of ensuring adequate capacity at local and regional level, regional and microregional level both in urban and in rural settings;

Notes that there are considerable employment and social disparities both between andthe regions, and on the microregional level within the regions; believes that programmes have to be tailored to regional and sub-regional needs and considers that the ESF has to continue supporting the development of local approaches in the field of employment and social inclusion;

5. Considers it important that partnership contracts and operational programmes provide a comprehensive analysis of the disparities and development needs of territories and integrated strategies involving relevant funds (such as ERDF) to address the specific needs of those geographical areas most affected by unemployment and poverty or of target groups at highest risk of discrimination or social exclusion, with special regard to marginalised communities, such as the Roma in several Member States;
