Urges the Commission to propose adequate rules to prevent corruption and favouritism without delay and to establish a level playing field for all participants in procurement procedures; calls on the Commission to introduce a common definition of conflict of interest in public procurement and to take all necessary measures in order to preclude corruption by bid rigging;
