Emphasises that the promotion of cultural education is an essential precondition both for the development of cultural resources and for prosperity in the cultural industries because, while culture can exist in the absence of cultural industries, cultural industries cannot exist in the absence of culture; encourages the Member States and the Commission, therefore, to promote artistic and cultural education among all age groups, from primary to higher or vocational education, including in the context of lifelong learning;
