Emphasises that clear, quantifiable objectives act as fresh incentives to improve road safety and are essential if comparisons of the progress made by individual Member States are to be drawn up and the implementation of road safety measures is to be monitored and assessed; takes the view that an attempt should be made to quantify the contribution made by individual Member States towards reaching the target in 2020; considers that this contribution should be used as a guide when setting the priorities for national road safety policies;
