Calls on the High Representative of the Union for Foreign Affairs and the heads of the EU delegations to raise in their dialogue with authorities from third countries gender-based forms of torture that make girls a particularly vulnerable group, in particular female genital mutilation and early and forced marriages, as foreseen in the Council's EU Strategic Framework and Action Plan on Human Rights and Democracy;
