Regrets the fact that agreement has still not been reached within the Council on the Passenger Rights Regulation (revision of Regulation (EC) No 261/2004), on which Parliament submitted its report in April 2014; calls therefore on the Council to explain, within two months following publication of this report, what is making it difficult to reach agreement;
