Calls on the Commission to consider whether a specific funding line for implementation of the measures and objectives laid down for this strategy should be created in cooperation with the European Investment Bank (EIB), drawing on the experience gained with the FEMIP1; so as to avoid further complicating matters through the adoption of new budgetary instruments; calls on the Commission also to consider the possibility of using project bonds and public-private partnerships as eminently suitable financing instruments;
