Calls on the Commission to attach to its single market legislative package a working document on measures to develop a social single market based on Article 9 TFEU, including a framework directivmeasures to ensure tohe protection of services of general economic interest, based on Article 14 TFEU and Protocol 26 thereto, especially since ambiguity and lack of legal clarity have given rise to numerous uncertainties at local-government level;
