Maintains that vocational secondary and post-secondary education institutions should also become involved in the training sphere, a point which applies particularly to post-secondary institutions offering courses to upgrade specialist skills, especially for MINT professions (mathematics, informatics, natural sciences, and technology); points out, however, that competition with private providers must not be distorted;
