Believes that an open, transparent, and integrated and competitive internal energy market is needed in order to achieve competitivsocially acceptable energy prices, security of supply, sustainability and efficient large- scale deployment of renewable energy, and that the completion of such a market still remains an important challenge for all Member States; welcomes the liberalisation of the internal energy market as a necessary step to cut the cost of electricity and gas for consumers while ensuring that the energy markets become more transparent and better monitored;

Acknowledges that instruments such as energy taxes, and carbon taxes, and emission trading schemes are key drivers to reach the emission reduction targets in a cost-n efficient way, but considers that they will burden the consumers with higher energy prices in the end; is furthermore of the opinion that regulation through levies and taxes should be focused more on large industrial users rather than on private consumers;
