Urges the Commission to compile and create a public European blacklist of tax havens; calls on Member States to suspend or terminate existing Double Tax Conventions with jurisdictions that are on the blacklist, and to initiate Double Tax Conventions with jurisdictions that cease to be tax havens; these measures should be complemented by sanctions for companies that continue to conduct operations involving entities belonging to those jurisdictions including a ban on state and EU aids and public contracts;
