1. Recalls that in response to the influx of migrants and asylum-seekers in 2015 faced by the Union, the mandate of the European Border and Coast Guard Agency (Frontex) (“The Agency”) was considerably extended in 2016; points out that the Agency’s budget increased by 75 % in 2016 and by 21% in 2017, with related staff increases of 18 % in 2016 and 43 % in 2017; stresses that in 2017 systems and procedures were still in the process of being adapted to cope with the new mandate of the Agency; especially welcomes in this challenging context,welcomes the Court of Auditors' conclusions that the annual accounts of the Agency present fairly its financial position on 31 December 2017 and that its transactions are legal and regular;

Paragraph 10 a (new)
10 a. Recalls that according to its regulation, the EBCG coordinating officer has the task to "monitor the correct implementation of the operational plan, including as regards the protection of fundamental rights and report to the Agency on this". Urgently calls in this regard for a systematic reporting on violations of fundamental rights that occurred at borders where the EBCG is present, including when these violations were committed by officers that do not belong to the EBCG as it has an impact on the overall respect of fundamental rights of EBCG operations. Particular attention should be paid to potential push- backs and violence. Urges to report these violations to the Fundamental Rights Officer, who should take appropriate action, including possible suspension of EBCG operations in this area.
