WelcomesTakes note of the Commission Communication "Towards a Single Market Act", but regrets the unsatisfactory pace of implementation ofgaps within the Single Market legislation and calregrets that the proposals con the Member States to accelerate the procestained within the communication remain insufficient in order to implement the single market in the service of European citizens;

2. Calls for a better involvement of European citizens in the process of creating the Single Marketon the Commission to integrate the need for the EU to allow its citizens to have access to a high social level in particular by guaranteeing a number of social rights to all people; regrets that the jurisprudence of the European Court of Justice have contributed to restricting certain social rights for the benefit of the construction of the Single Market; expresses its concern that the lack of consideration of these jurisprudence will multiply and contribute to strengthening the mistrust of citizens towards the internal market; underlines that a better involvement of European citizens in the process of creating the Single Market implies the consultation and the participation of all stakeholders, including representatives of civil society;

Notes with satisfaction the proposals for a European statute for mutual societies and foundations, regrets the absence of a proposal on the matter concerning associations; stresses that confidence in the domestic market implies the recognition of the pluralism of forms of entrepreneurship as a response to demands and needs of European citizens, including those that the market is not able to satisfy;

Urges the Member States to implement the Framework Directive onCommission to quickly adopt a proposal of legislation on Services of General Interest accordingly to Article 14 of the Treaty on the Functioning of the European Union and to the Protocol no 26 to this Treaty; urges the Commission to conduct quickly a pluralistic evaluation of liberalization of Services of General Economic iInterest more quicklyand to communicate its results to the stakeholders, including the Parliament and the Council;

5. Considers an influx of highly qualified migrants and seasonal workers to be beneficial to the European economy; calls on the Commission, therefore, to further develop immigration policy in respect of those groups, while simultaneously improving the management of external borders and prevention of illegal immigration. the integration of migrants to be necessary and beneficial to the European economy and society and imperative to extend the same rights of Europeans to immigrants, especially those who live and work in the EU; calls on the Commission, therefore, to further develop immigration to people who wish to live and work in the EU, granting them the same rights and minimum standards at work than Europeans, which is the best way to prevent irregular use of immigration and to fight against trafficking of the workforce.
