Recital 16 a (new)
(16a) Under this regulation, the documents that define the objectives, priorities, expected results and financial allocations in broad terms are strategic programming documents. In order to ensure full democratic control, transparency and participation in the process of development, adoption and revision of those documents co-decision in form of ordinary legislative procedure shall be introduced in accordance with Article 294 of the Treaty on the Functioning of the European Union.
