6. While stressing the need for much more ambitious goals, notes the common target to reduce early school leaving to less than 10% by 2020 and urges the Commission to consider the vast differences among and within the Member States, paying particular attention to disadvantaged groups including migrants and Roma, and therefore ensure that any criteria that measure achievements are comparable and that it takes into account the long-term perspective;

Encourages universities – having due regard, in accordance with the principle of subsidiarity, to their independence and their specificities – to conduct more basic research, which forms the foundation for a knowledge- and innovation-based economy, where the number of young people with a university degree or diploma must be increased to 40% by 2020.

Points out the importance of cultural policies, especially public policies, for education and training, and for universal access to culture, and considers that such policies should never be sacrificed in the name of budgetary rigour, especially given their relatively minor weight in budgetary terms.
