A. whereas the protection of minors in the digital world must be addressed in a spirit of respect for the fundamental liberties and rights at both regulatory level, by deploying more effective instruments of prevention and repression, and on the educational levelintervention, whilst respecting the guarantees of the legal procedures, and on the educational level; whereas no person should be deprived of access to a means of communication and, more specifically, access to the Internet should be guaranteed as a right to freedom of speech and information, and that as a result, the principle behind all measures should be the suppression of illegal or inappropriate content and not the blocking of websites;

B. whereas the rapid development of technologies mak, with the multiplication of tools, services, prompt answers necessary through permanent bodies that can act in various environments; grammes and products intended for the public, including those aimed at children makes it necessary to develop coherent strategies for the protection of minors through appropriate measures decided upon in line with national and European legislation and implemented by the responsible public authorities, whereas many other matters are connected with the protection of minors in the digital world, such as the neutrality of the Internet, the handling of personal data, respect for privacy, the right to be forgotten and freedom of expression;
