A. whereas the history of Europe is inextricably linked with tragedy and the experience of various forms of totalitarianism, such as Communism, National Socialism, Fascism and other criminal systems which brought death and unimaginable suffering to million, which has developed over centuries, has been riven with conflicts and wars between the peoples of Europe but these have now been transcended; whereas in view of the complex histories of European nations, there is still a clear risk of discord arising over the appropriation of historical facts (something that is a historical event for some may be a tragedy for others); whereas the process of European integration began in the wake of the Second World War in response to the horrors of National Socialism and the Holocaust; whereas the accession to the European Union of countries that used to belong to the Soviet Bloc has increased cognizance of the tragic consequences of Stalinism; whereas other tragic periods in history, such as Fascism and Colonialism, must also be viewed as integral parts of Europeans; History;

D. whereas the traumas of 1939-45 must not be allowed to be repeated, and in that regard remembering and accurately portraying the past is of vital importance; whereas, also, the acceptance of historical lies or the denial of difficult episodes in history can lead to xenophobia and hatred; whereas the claim made for many years that the Katyń massacre was a German crime is a classic example of a historical lithe scientific work done by historians and the need to develop a historical memory are of vital importance; whereas it is important to allow historical facts to be acknowledged, including by promoting debate, and even bipartisan discussions, in order to learn the lessons of the past and to assume responsibility for past mistakes while looking to the future;

Notes that all countries implement their own history policy, which helps to build a sense of national identity, but which, in combination with ignorance and selective memory, can sometimes lead to falsifications of history that are dangerous and hurtful to victims and their families, as is the case when referring to Auschwitz-Birkenau, the Nazi German concentration camp in occupied Poland, as a ‘Polish death camp’; have a tendency to create their own collective memory and develop a national culture, which is often to the detriment of history, irrespective of the era or regime in question; views the European Union as being born of great cultural diversity and as consisting of countries with very different pasts which often did not become nation states until the 19th or even 20th Century, and considers this diversity to be a great asset and a platform for promoting the universal values of the rule of law, democracy, freedoms, human rights, humanism and tolerance;
