Calls on Member States to appoint a government official or an administrative body to act as ‘National Contact Point’ for the implementation of the Strategyestablish a ‘National Administrative Council’ for the implementation of the Strategy which shall have a diverse composition, including representatives of the national Parliaments, of regional and local authorities, of financial bodies and Roma NGOs; the 'National Administrative Council' must guarantee that the implementation of the Strategy is transparent and efficient especially by ensuring minimum bureaucracy and efficient management and control of funds;
