Points out to the need for energy efficiency plans to significantly increase energy savings, and will closely monitor the implementation of the directives on eco-labelling, ecodesign, transports and infrastructures, in order to ensure a common European framework approach; highlights that eastern European infrastructure should be enhanced in line with western European Member States infrastructure;
