Notes that the fundamental objective of IFMs, such as an international tax on financial transactions, is the allocation of additional financial resources, on top of public development aid, to meet the major global challenges in the areas of climate change and development policy, thereby possibly helping to achieve the Millennium Development Objectives (MDOs);
