Stresses that where countries are affected by a crisis, special attention should be paid to coordination between emergency action, rehabilitation and development, in order to promote the transition from an emergency situation to a development phase; requests that the EDF provide for a budget of unallocated and flexible funds for use during and after a disaster in order to establish a link between humanitarian aid and development;

Stresses the need, given that some ACP countries are at great risk from disasters, for a substantial investment in disaster risk reduction in development programmes financed by the EDF; stresses that this investment is essential to reduce needs following an emergency situation and to increase the resilience of ACP countries;
