Finds it regrettable that the Commission has based all decarbonisation scenarios on the assumption of global climate action and has not carried out any analysis to identify the EU's ambitions in the event that global action is delayed; also regrets that the Commission has omitted to look into a scenario based on high levels of efficiency and renewable energy, which would be the most resilient to a higher oil price;

Supports the conclusion that decarbonisation of the EU by 2050 is feasible and will require high levels of investments; calls on the Commission to create clarity and stability for investors by reducing over-regulation and by setting a clear, technology-neutral goalambitious and binding targets for emissions reductions, efficiency and renewable energy, based on a high efficiency and renewables scenario for 2030;
