1. Considers that in creating the best environment to maintain and develop a strong, competitive, sustainable and diversified industrial base in Europe and supporting the transition of manufacturing sectors, especially the construction industry, to greater energy and resource efficiency, it is also necessary to ensure decent employment and social cohesion;

Calls for investment in Europe's industrial workforce, with a strong emphasis on sectoral social dialogue to manage structural changes caused by globalisation and the promotion of a resource and energy efficient economy; encourages collective bargaining to reduce inequalities in pay in the industrial sector; encourages the social partners in sectors where employment is declining to face the challenges early on and to support both the individual workers and the sector in the transition phase; stresses the importance of transition security via functioning social security systems, as it can facilitate the individuals decision to move towards sectors where employment is created;

Considers that a new long term- strategy for a sustainable EU industry should achieve a fair shift in employment to low-carbon industries, make knowledge and creativity the main resource of people, companies and regions, to promote social economy, and actively support innovation, investment and, vocational education, lifelong learning, transmission of knowledge and skills and quality job creation in new areas;

4. Considers it necessary to build up the competences of all workers, whatever their age and ability in order to ensure re- skilling and anticipate skills needs for new jobs. This should be financed by public and private spending and be coupled with a refocusing of the ESF, providing tailor- made solutions for education and training, including professional transition income schemes;

Calls on the Commission to take the initiative to propose support for professional transition, and to reduce social inequalities, e.g. through professional transition income schemes, to promote the ILO's Decent Work Agenda, and to use the EU Employment Guidelines to specify the securities to be provided throughout the lifecycle of each type of professional transition;

6. Calls in particular on the Commission to create a legal framework for cross-border collective bargaining in order to ensure the enforceability of cross- border agreements and to tackle the challenges concerning the organisation of work, working conditions, employment conditions and training.
