Asserts its view that environmental quality, air quality and energy efficiency must be factored into every part of the programme so as to promote sustainable, carbon-neutral towns and cities; points out that investment in these fields will make for the creation of sustainable jobs and the provision of training leading to qualifications, thus helping to address problems associated with unemployment;
