Highlights that high-quality ECEC services are a complement to, not a substitute for, a strong welfare system incorporating a broad range of anti-poverty tools; calls on Member States to implenotes the UNICEF studies on combating child poverty, which show that investment financial redistribution measu infrastructure does more to addres,s child and family benefits, and other social expenditure in order to address societal poverty; poverty than individual financial benefits, which often do not reach the children;

Recognises that having qualified and well-trained staff working with young children has the most notable impact on the quality of ECEC services, and as such calls on Member States to raise professional standards by introducing recognised qualifications for those working in the ECEC field; calls, in the implementation of the EQF, for account to be taken of the quality of education and thus of learning outcomes, rather than of the level of formal educational qualifications;
