Calls on the Commission and the Member States, while complying with Regulation 883/2004 and Article 153 TFEU, to undertake studies taking into consideration the idea of a 28th regime of social security systems, in order to provide adequate social protection for mobile workers, to boost a common European labour market and to encourage SMEs to make long term investments in the EU to create attractive jobs for the potential of mobile workers;
